Santa Clara County has declared racism a public health crisis, has affirmed that Black Lives Matter, and established an Office of Corrections and Law Enforcement Monitoring mandated to enhance transparency and public safety. Within all of these efforts is a core mission to promote greater equity, justice and public safety. Public safety is greater than law enforcement and correctional facilities. Public safety encompasses housing stability, equitable access to healthcare, quality childcare, and inclusive communities that promote the safety and wellbeing of all members. For this reason, the Board approved my referral to amend the ordinance language for the Community Corrections and Law Enforcement Monitoring Committee (the Committee) to include an expanded definition of public safety and the possibility to review public safety recommendations that go beyond institutions to support cross sector solutions that promote equity in justice reform.
