Consistent with Ordinance Code section A20-62, OIR Group is performing the functions of the County’s Office of Correction and Law Enforcement Monitoring (OCLEM) pursuant to an agreement with the County.  Under Ordinance Code section A20-64(c), OCLEM is required to establish written protocols with the Sheriff’s Office, the Department of Correction, and the County Executive to maintain, access, and disclose confidential information.  While OIR Group has executed information-sharing protocols with the Department of Correction and the County Executive,[1] it has not yet reached an agreement with the Sheriff’s Office that would enable OIR Group to fulfill its duties under the OCLEM Ordinance and its agreement with the County.
