Funds were set aside in the Fiscal Year (FY) 2019-2020 budget for implementation of OCLEM. The recommended action will transfer $736,300 from the Reserve for Jail Reform and Oversight to the Clerk of the Board of Supervisors budget to cover costs for FY 2019-2020. Annual costs in the amount of $1,472,600 will be included in the base budget for the Clerk of the Board beginning in FY 2020-2021. If the options to extend the Agreement into the fourth and fifth year are exercised, the Agreement allows for a cost of living adjustment of no more than five percent in the fourth and fifth year; the total potential cost of the Agreement over five years is $7,587,571.50.
