Legacy notified the County on July 8, 2020 that they had “made the strategic decision to cease offering inmate telephone (“ITS”) and inmate video visitation (“VVS”) services and “will cease these operations no later than the end of [December] 2020.” Legacy stated that it intends to refocus its resources on its Edovo Education and Rehabilitation content for tablets. They will continue to provide such content as a SaaS solution on tablets supplied by other inmate communications providers. Legacy sought permission from the County to assign the JISP in whole to GTL who will be bound by all terms of the JISP through the Assignment Agreement.
