Actions relating to the Fiscal Year (FY) 2017 Facility Maintenance Reserve

Pursuant to Board Policy 4.11.3, which states that preventative maintenance annual funding standard shall be 2 percent of the facility value, the Board of Supervisors approved funding an ongoing maintenance reserve during the FY 2017 Budget development process. The Facilities and Fleet Department (FAF) has spent significant time in the past few months diagnosing the Building Operations Division, in an effort on how to best to use this reserve. The endeavor included gathering input from both staff and clients regarding the facilities that they work on and in, and performing site visits to most County buildings and campuses.

The diagnosis’ results were not a surprise; preventive maintenance efforts have been lacking due to more than ten years of budget reductions, and as result many building systems and components have deteriorated to the point of intermittent and permanent failure. A review of current maintenance and repair practices has identified opportunities for improvement, such as the better use of the existing management information system, the addition of needed personnel resources, the establishment of priority maintenance projects, and the provision of additional service and supply resources. FAF is also going to develop a comprehensive inventory of all building systems and components over the next two years, to confirm the scope of what should be maintained as well as to ascertain the time period between regularly scheduled maintenance services.
