The County is currently engaged in a competitive solicitation process, administered by the Clerk of the Board in consultation with County Counsel, to select an independent contractor to perform the functions of the Office of Correction and Law Enforcement Monitoring (OCLEM). Board Policy 3.64.1 establishes a review process for this solicitation in which the Clerk of the Board identifies qualified proposals in consultation with County Counsel; an ad hoc committee of the Board of Supervisors selects finalists; and a Board-appointed evaluation committee considers those finalists in public meetings and provides input to inform the Board’s final selection.
