The County is currently engaged in a competitive solicitation process, administered by the Clerk of the Board in consultation with County Counsel, to a select an independent contractor to perform the functions of the Office of Correction and Law Enforcement Monitoring (OCLEM). Board Policy 3.64.1 establishes a review process for this solicitation in which the Clerk of the Board identifies qualified proposals in consultation with County Counsel; an ad hoc committee of the Board of Supervisors selects finalists; and a Board-appointed evaluation committee considers those finalists in public meetings and provides input to inform the Board’s final selection.
