Advertise Design-Build Contract Documents for Proposals for the Main Jail North and Elmwood Campus Video Surveillance System Project

The Facilities and Fleet Department (“FAF”) plans to execute Capital Project 263-CP16021 “Main Jail N. Video Surveillance System” via the Design-Build Contractor (“DBC”) method. A typical Design-Bid-Build process for such a surveillance system would require plans and specifications to be developed around a particular system to allow for uniform bids. However, since surveillance camera systems are typically unique to a manufacturer the use of the DBC method will provide the ability to select a comprehensive integrated system.

On August 30, 2016, Item 12, the Board approved the DBC pre-qualification package for subject project with a referral from Supervisor Chavez to reserve the right to add the Main Jain South video surveillance needs into the project. This was the first phase of the Design-Build process, and provides for the evaluation of proposer qualifications. The second phase of the process, advertisement of the Request For Proposals (“RFP”), provides the performance criteria to which the selected proposers will use to develop said proposals. Actual advertisement of the RFP will be conducted shortly after completion of the first phase, currently expected to be in November, 2016.
