Inmates have a constitutional right to have access to religious services.  The California Code of Regulations, Title 15 requires the Sheriff’s Office/Department of Correction to provide opportunities for inmates to participate in religious services, practices and counseling on a voluntary basis.  Additionally, the Religious Land Use and Institutionalized Persons Act of 2000, 42 U.S.C. §2000cc-1, et seq. and other state, federal and local laws and regulations govern the provision of religious services and religious activities conducted for the benefit of inmates in the County jails.
