The project start needed to be pushed out from November 14, 2016 to at least May 8, 2017 (175 calendar days) primarily due to the limited availability of alternate housing in which to accommodate inmates who reside within the impacted construction areas. Thus, a Change Order 1 became necessary to compensate the contractor primarily because of price escalation.
The proposed Change Order 1 with the new start date and a revised scope of work was sent to California Plus Engineering (Contractor) on February 3, 2017, and the contractor’s first cost proposal in the amount of $1,363,610 was received on February 15, 2017. Their proposal included cost increases due to the construction start delays and also a credit for a client requested deletion of shotcrete walls in Housing Units 5B and 5C.
