Reason(s) for exception to Board Policy: Pursuant to Board Policy 5.4.5.4, exceptions to the maximum five-year term of contracts must be approved by OCCM. Attached to this Legislative File is a copy of OCCM’s approval of the exception.
Reason(s) for approval of amendment
Ongoing, uninterrupted availability of inmate telephone services in the jails is critical to the successful and safe daily operation of the jails and also enables the Sheriff’s Office to meet certain legal requirements for the provision of telephone services to detainees.
Unless amended, the Agreement currently in place with GTL will expire on March 31, 2020. The time remaining on the existing Agreement with GTL is not sufficient to complete implementation of a new ICS and tablet services in the jails. Extending the GTL Agreement will enable the County to effectively and efficiently transition to a new service provider and implement new and improved services in the jails. The Amendment is structured with terms that allow termination at the discretion of the County, with 30 days’ notice to the vendor.
