Prequalification package for the Video Surveillance and Security Systems Upgrade Project for Main Jail North and Elmwood Correctional Facility

The Facilities and Fleet Department (“FAF”) plans to execute the Video Surveillance and Security Systems Upgrade Project via a Design Build Contractor (“DBC”) to control overall costs, and would pre-qualify DBC’s based on responses to the questionnaire included in the attached DBC Prequalification Package.

The attached DBC Prequalification package complies with Public Contract Code §20101, in that it creates a prequalification procedure to:

1. Use a “standardized questionnaire and financial statement in a form specified by the public entity” (Public Contract Code §20101[a]).
2. Adopt and apply a uniform system of rating bidders on objective criteria, on the basis of the completed questionnaires and financial statements (Public Contract Code §20101[b]).
3. Create an appeal procedure, by which a contractor that is denied prequalification may seek a reversal of that determination (Public Contract Code §20101[d]).
