This report presents a three-part framework for long-term planning for the County’s justice-involved clients. First, there is a critical need to develop a plan to decommission Main Jail North and older housing units at Elmwood in order to improve living conditions for these clients. Second, additional efforts need to be aimed at minimizing the need for incarceration. Third, the most effective outcomes for the County’s incarcerated population will come from expanding behavioral health services.
