Transfer of funds from Facility Maintenance Reserve for various maintenance projects

Pursuant to Board Policy 4.11.3, which states that preventative maintenance annual funding standard shall be 2 percent of the facility value, the Board approved funding an ongoing maintenance reserve during the FY 2017 budget development process. FAF already transferred $11,058,425 of the $14,237,000 reserve to various operating accounts in April, 2017; the remaining $3,175,575 of the reserve is now needed for reasons described below.

Since the time of the original reserve transfer request several extraordinary weather events have occurred, causing more than thirty six (36) additional facility failures and emergencies. These include three new floods at the main jail, a power failure at Charcot Building 1, elevator failures at the County Government Center, roof leaks, and pump failures. Additionally, the Elmwood M3 Dormitory repairs are currently funded by the FAF maintenance budget, and costs for this project have increased due to the level of damage incurred and the effort to restore the facility as quick as possible. Approval of the action would allow for work to continue on these, and other, needed maintenance and repair work.
